Gentlemen,

Re Transit Mix Hearing 4-7-99

I want to place a strong objection about the refusal of Transit Mix , their engineers, and the County to make the EIR available to the community in a form that they can participate in this process.

I have made two (12-11-96 and 3-20-99) written requests to the County as an agency, and the developer, for a copy that can be placed on the Internet so that the people in the community can review the file. They have been met by stony silence.

It is quite obvious that these groups do not want the public to know what’s going on in the community, because of their genuine concerns about the project. It is my position that providing a single copy at a library twenty miles from the community is inadequate.

On the assumption that over 3000 people will be affected, and the assumption that it will take approximately 10 hours to read the EIR, that would represent some 30,000 hours, and based on the opening hours of the library that would require 9.6 years for the public to review the EIR in its present form. This is inadequate public disclosure and does not meet the standards required in the law for adequate public disclosure.

I therefore request that you postpone the hearing and order the developers and engineers to make a copy of this DEIR available in electronic form, so we can place it on the Internet without cost to them, or to the County. In this way the public may make adequate comment.

The so-called community groups in Agua Dulce, particularly the Chamber of Commerce and it’s closely affiliated groups, the Agua Dulce Civic, and the Town Council, have either supported or mounted no opposition to this project because they wish to urbanize the community and increase their businesses. They have tried their hardest to make sure this information does not get to the public.
