6-28-05 Presented to Budget committee
Here are the needed budget changes Hardship All references and numbers based on the Hardship Application must be removed because they are based on illogical wishful thinking. A budget should be based on actual facts for items that have a near certainty. The Hardship Application, which everyone says meets none of the state's criteria in order to be granted, should not be a part of the budget, which according to Dr. Wagner's own words, will cause the County to take over our District.
Encumbered Developer Fee Account Dr. Wagner has improperly encumbered her moving of modulars against the Capital Facilities Account (commonly called the Developer Fee Account). She has been particularly good at hiding that information from the Board because of her commitment to move modulars to Meadowlark, High Desert and Vasquez, which have now been rejected by the community and the School Board.
I completely support the two-step budget, but I add my objection to Dr. Wagner's hiding the budget information from the Board and the community, continuing her crazed consolidation plans and the subsequent moving of modulars. She routinely ignores Public Records Requests for documents and routinely hands out documentation at Board Meetings at the beginning of discussion for the item, to make sure that neither the Board nor the public can raise meaningful questions.
Either she fixes her methods of operations or she should leave the school district!
