Qualifications

We are experienced in all aspects of facilities planning and management. Our facilities planning services include the following:

El Dorado Union High School District, Placerville (1990 - present)

Enrollment: 7,248 students Provide ongoing consultant services since for all aspects of facilities planning and management: demographics/enrollment projections, master planning, architect selection, state applications, establishing boundaries for a new high school and all existing high schools, developer fees justification, Level 1/2/3 fees, site selection, CEQA processing, etc., leading to the completion of $90 million of construction since 1991 and approval of plans for $120 million of facilities work over the coming decade. Davis Joint Unified School District - (1998-present)

Total School Solutions has provided business and facilities management services to school districts throughout California. TSS is comprised of school facilities and financial management professionals. Our team has firsthand experience with school management and knows the challenges that school district administrators face. TSS has the knowledge and experience to assist the Acton-Agua Dulce Unified School District in all aspects of its master planning and facilities planning services.

Each of our principals has at least 20 years of experience in facilities management, facilities construction, and business management of school districts. We maintain the highest quality work through a carefully managed internal system of quality control.

Our Director of Planning, Vern Weber, has more than thirty-five years of experience in all aspects of school facilities planning, including performance audits, demographic analysis/projecting enrollments, preparing facilities plans, selection/acquisition of sites, implementing developer fees, preparing year-round school studies, serving on school planning committees, submitting and monitoring state facilities applications, securing financing for school construction and managing school construction projects. Mr. Weber and his TSS associates offer a comprehensive package addressing all components of the scope of services.

We collaborate with the District in performing services which provide a comprehensive facilities master plan, with enrollment projections, projected growth, existing facilities conditions and future needs.

Our reports and graphic representations are user-friendly and can be maintained by your staff or ours. Our data and supporting documentation are turned over to the District at the end of the project.

Our work flows along a clear, coordinated path from early information gathering to final document production. We carry the project from start to finish, compiling data, and analysis of information among team members to meet the required schedule of the District.

We have developed a preliminary phased plan of action for completion of a clear, concise and comprehensive master plan. Our processes listed below will provide the Acton-Agua Dulce Unified School District with a sound document that addresses all of its identified needs. We are confident that this plan will meet your District's objectives, as outlined in the RFQ.

Phase 1: Visioning Process and Educational Specifications

This phase consists of meeting with District and community stakeholders to collect and understand what the community wants and needs for its schools.

Phase 2: Development Activity

This phase consists of researching and analyzing public and private developments, build-out, etc., which affect school enrollments over a ten-year period.

Phase 3: Enrollment Projections

This phase includes information gathering, analysis and development of historic and current variables affecting enrollment and projecting enrollment.

Phase 4: Existing Utilization/Capacity Analysis

Here we examine current utilization of district properties and capacity needs.

Phase 5: Facility Needs

This is the development of the plan for meeting facilities needs over time, indicating how the projected student population will be housed.

Phase 6: Asset Management

This phase includes an analysis of surplus properties and explores optimal utilization of existing properties.

Phase 7: Facility Financing Plan and Master Plan Phasing

This phase analyzes and provides financing options and phasing of those options.

This phase documents the Facility Master Plan and the sources and uses of funds to carry out the plan. to Index

Fee Proposal

Demographic Study, including assessment of public and staff opinion, District history, state law, and board policy for areas of indicated need. $5,000

Enrollment projection statistics by grade level with a 10 year projection$7,500

Initial meetings to discuss items that impact the overall study and community meetings to gather stakeholders' interests $3,000

Regular meetings to address incremental and preliminary findings and to refine the consultant's work based on the findings as necessary. $5,000

Insurance Requirements

We will furnish the District with the appropriate insurance coverage prior to the commencement of work, including an underwriter's certificate of insurance reflecting not less that the following limits:

1. $2 Million per occurrence for Workers Compensation

2. $5 Million per occurrence for Comprehensive General Liability

3. $1 Million per occurrence for Automobile Liability
