2.0 COMMITTEE OPERATIONS Mission: To best serve our student population, we will act as representatives of the community to recommend to the Board solutions for the improvement of district facilities. We will first focus on current problems and possible corrections and then on long-term challenges.

2.3 Level II Developer Fees including Possible Projects Our district appears to meet all of the conditions needed to qualify for assessing level II developer fees. In the “two of four” criteria test, we have well over 20% of our classrooms being in relocatable structures and prop S attained greater that 50% yes votes. Possible projects that level II fees could be assessed for include:
1. Building permanent restrooms for Meadowlark, High Desert and/or Vasquez
2. Bringing the Vasquez gym into DSA compliance (if possible)
3. Obtaining modernization funding for Agua Dulce and/or Acton. Note that modernization funding is granted with a 60/40 split - for every dollar our district puts towards modernization, the state will provide a $1.50 in matching money.
A level II study should be based on all housing all new students that come to the district due to new construction. It should also be based on the assumption that we will house these new students in permanent structures. Due to the number of existing students house in relocatables, all new K-12 students due to development are considered unhoused and need level II developer fees assessed to be able to house them.
2.4 Open forum There is concern that the committees have become fragmented and that some of the roles of the committees overlap. At the same time many of the committees are short on members. Currently the Facilities Committee is down to three members.
2.5 Relocatable Restrooms at Meadowlark and High Desert Permanent restrooms are easier to maintain, last much longer and with state matching money should be able to be built for about the same cost as relocatable restrooms without state matching money. A good project for level II developer fees would be building permanent restrooms, thus eliminating the need for relocatable restrooms.
2.6 Committee Rules Each committee member that has an issue with the proposed committee rules will present their changes individually to the Board.
