Here is a letter that some county worker without the benefit of public hearing opined that helicopters are a class of propeller driven aircraft and made the Agua Dulce Airport and Helicopter airport,

Re: Special Permit Cases No. 1152 and I404 Agua Dulce Airport
Dear Sir:
We have received additional complaints regarding the operation of the airport in violation of the conditions attached to Special Permit Cases 1352 and 1404 which permit the property at the above address to be used as an airport. A copy of Special Permit Case 11+04 is enclosed.
It is alleged that on June 14, 1967, you permitted a glider to take off, land and use the facilities of the airport. Please refer to Condition Number 12 which specifies "that this airport be limited to propeller driven aircraft." We construe this condition to include helicopters as a class of propeller driven aircraft, and County Counsel has concurred in this conclusion. However, said Condition Number 12 does not permit and therefore excludes and prohibits the use of gliders at your airport.
Please retain the copy of the Zone Exception and the conditions for ready reference and make every effort to manage and operate the airport so that you will comply at all times.
