I am horrified to see that Los Angeles Regional Planning is considering issuing a Temporary Use Permit 03-020, to the Agua Dulce Airpark located at 33678 Agua Dulce Canyon Road in Agua Dulce.
The proposed use on September 14th is a demolition derby on a recently graded earth area, which will be kept wet to eliminate dust.
The gasoline, oil, transmission oil, power steering oil, and anti freeze from the collisions, which are an integral part of a demolition derby, will drain directly into this freshly turned earth that feeds directly into an underground blue line steam
Agua Dulce's only source of drinking water is the aquifer, which is directly connected to this water source.
The demolition derby is a small part of a large country fair that is being conducted for the first time at this site; most of the other activities are benign, such as concerts and vending.
Another problem is they intend to grade more earth to park visitor's cars for the proposed 10,000 person attendance. Any leakage from these cars would of course go into the same aquifer. We believe these cars should be parked on part of the paved runway (The Airpark and runway will be closed for this event).
We are asking you to immediately instruct the Agua Dulce Airpark to cancel the demolition derby and to require the parking of automobiles, for the rest of their events, on the paved runway. Also, that after the close of events the runaway would be cleaned and the residue from the cars be transported to an appropriate disposal site.
I would request you institute procedures to demand that they obtain a proper discharge permit for their airport which includes hangering / tie downs of 35 aircraft, fueling from above-ground storage tank, restaurant and other facilities.
We have observed the airport flushing the debris from the runway, with water trucks, directly into the blue line stream.
The operator of the airport also claims he has the necessary permits to build a 20 unit motel and to dispose of it's sewage in a septic tank which would also be located above the blue line stream.
I believe your existing rules for Agua Dulce prohibits the discharge of sewage even from a single residence on less than a two acre parcel for projects permitted after this rule was issued.
The hotel with 20 units would seem to be clearly in violation of this rule.
