Minutes of Agua Dulce Town Council General Meeting 9-25-96

7:40pm President Jim O'Keefe called the meeting to order. All Town Council members were present.

APPROVAL OF MINUTES:

1. Dennis Dee MOVED, seconded by Jim O'Keefe, to approve the minutes of 7/10/96. VOTE: 4 Ayes, 0 Nays, 2 Abstain ( D.Dee & G.Dee).

OPEN FORUM:

1. Deputy Bill Phelton of the Sheriff's Dept. brings an issue to the attention of the Town Council regarding the skateboard riding going on in the business district. Deputy Phelton reports that many businesses are complaining of the skateboarders and their negative affect on business. Deputy Phelton suggests a community awareness and education program for the youngsters and their parents. The alternative is a crackdown on the skateboarders under the Skateboarding ordinance and the issuance of citations.

2. Howard Carlip presented a paper and read parts of it to the Town Council regarding his version of the Nitrate issue in Agua Dulce. His argument is that most of the nitrates observed in the water tests comes from underlying volcanic rocks and not from septic tanks.

3. Dick Tracy reports that the Lion's Club is sponsoring the 5K run on Sunday, October 13, 1996 at the Airpark with the money collected going back to the community.

4. Penny Furstnow suggested that Julianne Feuerhelm form a tack-force to look into the Skateboard issue for the community. Julianne did not respond.

OLD BUSINESS:

1. WATER COMMITTEE UPDATE: Lillian Smith reports that the Water Committee met last night to discuss the proposed State Staff resolution for the CRWQC Board. The Water Committee takes a number of exceptions to this resolution.

Larry Steele suggests that we move ahead with a community vote on the proposed Well-Head Protection Plan. Mr Steele was advised that the Town Council had approved a vote to be brought before the community at the last TownCouncil meeting.

Dennis Dee then suggested that since that Well-Head Protection Plan had been okayed by the Town Council and that the Town Council voted to make the Water Committee an ACTION committee, then the Water Committee should move ahead on its own with polling the community on implementing the Well-Head Protection Plan. After discussion, consensus was reached on this idea.

2. FILM COMMITTEE UPDATE: Dick Tracy reports that the "Dante's Peak" film continues to be shot in the community, but that he has received few complaints.

3. PARKS COMMITTEE: Tana Lampton reminded the Water Committee that Allan Seward needs to paid.

4. DISCIPLINARY HEARING: Julianne Feuerhelm reports that she is not prepared to proceed with the hearing tonight.

5. BY-LAWS COMMITTEE: Geri Dee and Lianne Swanson submitted their proposed revisions to the By-Laws.

2. Letter from Wendy Phillips regarding the proposed CRWQC Board meeting.

3. Letter from US Pipeline regarding the problems with the pipeline in LA City.

4. Letter from "Buck" McKeon regarding a CFR on Nitrates.

5. Letter from FEMA on floodplain protection.

6. Letters from Sheriff's Dept. regarding Civic Academy and National Crime Prevention Month.

7. Letter from Dept of Public Works reporting on the illegal construction at 33305 Barber Road and their efforts to remedy it.

8. Letter from State Staff in response to written materials from Chuck Brink and Howard Carlip.

TREASURER'S REPORT:

Geri Dee reports that after 3 small deposits, the treasury has $2,274.11
