7:40 pm. Meeting called to order by President Jim O'Keefe. All Town Council members were present except Julianne Feuerhelm.
Jim O'Keefe introduced Bob Barragan of LA County Dept of Public Works who discussed the widening of the north shoulder along Agua Dulce Canyon Road from Escondido Canyon Road west to the water tank in the lower field at Agua Dulce Elementary School. Mr Barragan presented working drawing of the proposed shoulder widening. There is no apparent taking of private property nor are there right of way easements required for these plans. After suitable comments are made, a finalized set of drawings will be presented to the Town Council for approval. A brief 15 minute recess was called so that everyone present could view the drawings.
8:00 pm. Tana Lampton asked if Bob Barragan had any information about the lane widening and left turn lane project for Sierra Highway at Agua Dulce Canyon road. Mr Barragan stated that he had no information at this time to pass along to us, but he would investigate the project and report any updates to the Town Council as soon as possible.
1. Chuck Brink brought up the CALMAT project and he indicates that there is an apparent conflict between what CalMat has stated to the SEC in their 10-K stockholders report and what CalMat has reported in their Permit Application to LA County for their Agua Dulce Canyon Road at Soledad Canyon Road quarry project. CalMat has indicated in their 10-K stockholder's report that they have a 100 year supply of sand and gravel (1.8 billion tons) in LA County, whereas CalMat only claim a 5 to 10 year supply in their LA County permit for the Agua Dulce Canyon project. Mr. Brink will follow up on this project and bring copies of both documents to a future meeting. Mr. Brink also stated that he would follow up on the Transit Mixed Project to see if there is a similar conflict in Transit Mixed's documents.
2. Lianne Swanson brought to the Council's attention the apparent vandalism of rock-art at Vasquez Park. She commented on the "follow up" article in the April 17, 1996 edition of the Daily News that referred to Art Brewer and the artifacts at the Vasquez Rocks County Park. Nolan Henderson asked Art Brewer (as representative of Nature Center Associates) if the LA County Probation Department could be approached about providing some of the patrols needed to protect the Park.

Item tabled because Julianne Feuerhelm was not present. Jim O'Keefe again stated that he will encourage Julianne to meet with her committee on the regular committee night.
Parks Committee:
Tana Lampton read the Parks Committee 4/15/96 meeting report and distributed it to the Town council. Tana then read the draft Introduction letter from the Town Council to Rodney Cooper, Chief, LA County Parks & Recreation.
Penny Furstnow asked what the Town Council was doing to present the June 1st and 2nd Indian Pow-Wow to the community. She was informed that more information was needed and that so far the Town Council had not been provided with enough information from the Pow-Wow promoters.
Consensus was to have an introductory letter sent to Parks and Recreation, with a statement that the Town Council has not been presented with a written proposal concerning the Pow-Wow and therefore has not taken a position.
Transit Mixed Project: No activity at this time.
Bee Canyon Project: No Activity at this time.
Water Committee:
Lillian Smith reported on a follow up letter regarding the UC Riverside Study that suggested prioritizing objectives and cost-effective goals in order to safeguard our water or reduce contaminant levels. There followed a lengthy discussion about various solutions to the nitrate concentrations and the presentation format to the State on May 8th. Bernice Cressy noted that only 3% of human consumption of nitrates comes from water, the rest primarily comes from the food we eat. Chuck Brink will follow up on a 1988/89 LA County study of the Acton Area for sewage disposal criteria to see if it might contain useful information that we might use in our presentation on May 8th.
2,112 flyers were mailed to residents of Agua Dulce. Costs of the mailing were about $422.00.
Election Committee: No report from the committee.
Film Committee:
Dick Tracy reports that the committee continues to work on the Draft Policies and Procedures. He reported that a member of the Lancaster Film Committee spoke at the film committee meeting on April 15, 1996. The consensus was that the Film committee step up to the plate and take charge.
Correspondence:
1. Letter re: County Park funds and grants
2. Nothing in Regional Planning letters re: Agua Dulce.
3. Letter from Acton Chamber of Commerce re: 4th of July at Airpark.
Approval of Minutes:
Motion by Jim O'Keefe, second by Geri Dee, to approve the minutes of 4/10/96. VOTE: 4 ayes, 0 nays, 1 abstain (Henderson).
New Agenda:
May 8th meeting with UC Riverside and the State Water Quality Resources Board.
