7:30 pm Meeting called to order by President Jim O'Keefe. All Town Council members were present except Dennis Dee.
Jim O'Keefe informed the audience that the Rules of Order would be enforced.
Chair Dick Tracy distributed a draft of the committee's Film Policies and Procedures. Jim O'Keefe read a letter from Tarran Chew to Supervisor Antonovich regarding an almost continuous year-round use of Vasquez Park for filming purposes. Mr Chew complained of no security from the park side to protect local property owners, excessive noise, 6:00 am start-ups and numerous all-night filming events.
The March 7th filming at the Airpark brought comments from the audience. Art Brewer admitted that there were many violations that evening, but that this film event was not characteristic of responsible filming. Howard Kaplan said that there was a FAA violation since the plane was not in the flight plan and was flying below One Thousand feet. Julianne Feuerhelm said that she would follow up with a call to the FAA.
Nolan Henderson suggested that a letter be sent to Mr Chew. Tana said that the film
committee would draft the response letter.
Voss St CUP on Caretaker Mobile Home:
Jim O'Keefe reports that the CUP request was denied.
Beautification Committee:
Tana discussed the request by Airtouch to construct an unmanned telecommunications tower at 31650 Spring Canyon Rd. Tana will distribute a flyer regarding this project. Jim O'Keefe will attend the Regional Planning hearing on 3/26/96.
Tana also discussed the Intertribal PowWow to be held on June 1 & 2 at Vasquez Rocks.
Tana distributed a copy of a Beautification AD to placed in the Country Journal. Tana moved, Jim seconded that the Town Council pay for an AD in the Country Journal. An amendment to have the AD run six times failed. VOTE: 6 ayes 0 nays to have the AD run one time.
Jim O'Keefe will start the process of getting regular copy of Town Council business to
the Country Journal. He also will start the draft letter to the County Fire Dept regarding
a 4-wheel drive vehicle for our local fire station.
Water Committee:
Tana reported that she received the Water/Nitrate Final Report from UC Riverside. There is a State TAC committee meeting on March 26th in Monterey Park where mitigation measures can be suggested. The Civic Association will have a public forum on March 21st to discuss this issue. Gerhard Hubner has asked to meet with the Town Council in April or May.
After much discussion, consensus was that the community needs to develop mitigation
strategies to present to the State as soon as possible.
Bee Canyon Project:
No Activity at this time.
Model Criteria for Community Events:
Chair Julianne Feuerhelm reports No Activity.
Open Forum:
* Chuck Brink distributed copies of the CalMat Quarry Project (both sides of Agua Dulce Canyon Rd. at Soledad Canyon Rd.) He also had copies of the Election Code.
* Howard Kaplan said that the left turn lane at Sierra Hwy and Agua Dulce Canyon Rd. is still not complete per Public Works (Max Peterson).
* Chuck Brink and several members of the Town Council received a letter from the Forest Service stating that the Pacific Pipeline project would be installed in the Hwy 5 corridor. This has been confirmed with the CPUC.
* Jim O'Keefe read the application from the Fourth of July Committee regarding a booth
at that event.
