7:36 pm. Meeting called to order by Geri Dee. All Town Council members were present
except Nolan Henderson, Jim O'Keefe, & Lianne Swanson.
Lillian Smith reports that the State Water Resources Board will conduct a hearing on the UC Riverside Water/Nitrate report on March 26, 1996 in Monterey Park. She reports that Ken Schmidt has written a statement in reply to the State regarding Chapter 6. This letter is not currently available to the Town Council. There was a question of who will be the official representative of Agua Dulce at the March 26th Monterey Park meeting. There was also a question of why the Agua Dulce Town Council was not on the State's mailing list.
The Civic Association will hold a forum on the Water/Nitrate issue at its' next meeting
on Thursday, March 21, 1996 at 7:30 pm.
Transit Mixed Project:
The final EIR is being circulated within County Agencies, but is not now available to
the public. There was a suggestion that the Town Council write a letter to Supervisor
Antonovich asking why the Town Council was not on the County's distribution list.
Bee Canyon:
Chair Julianne Feuerhelm reports no activity
Model Criteria for Community Event:
Chair Julianne Feuerhelm reports that she has no members for her committee nor has she
conducted any meetings. She stated that she felt that the need for the committee was no
longer necessary since the Fourth of July celebration was being held at the Airpark rather
than Vasquez Park. A discussion followed to the effect that the Fourth of July event on
the community and the need for Model Criteria for Community Events was not mitigated just
because that event had moved locations. The Town Council was reminded that it works as a
group and that an individual Town Council member does not have the right to make
unilateral decisions for a Town Council committee. There was also a reminder that because
of threats from the audience in previous meetings against the Easter morning religious
event at Vasquez Rocks and the Country Fair that the Model Criteria were a Time Of The
Essence issue that she needed to address immediately.
Election Committee and By-Law Changes:
Chair Cindy Ziegelmeyer reports on the committee's recommendation's on Lianne Swanson's proposed by-law changes. She gave an oral report on their recommendations because Lianne was not present this evening. The committee will present their recommendations in writing at the next meeting.
The essence of their recommendations on a PROPOSED Calender of Elections was to change the Action Needed number of days from an odd number to an even number of days (i.e. reduce 98 days to 90 days, reduce 63 to 60 days). They also proposed minor rewording of some sections and elimination of some phrases in the paragraphs to conform to the needs of Agua Dulce.
Cindy also reported the committee's NO recommendation on changing the By-Laws to include a "2 - term" limit on Town Council membership. Cindy further reported the committee's NO recommendation on restricting membership on the Town Council to one person per address. The Election committee indicated that the voter's of Agua Dulce could make their own minds up on their elected representatives on these issues.
Geri Dee asked the Election Committee to also report on the ENTIRE election section of
the current by-laws to correct some printing "typo's", what to do about the
closing of the Post Office, bringing the By-Law voting times into conformity with the
County election times, and to make recommendations on any portion of this section.
Voss St C.U.P. on Caretaker Mobile Home:

Beautification Committee:
Tana Lampton reported on CUP #95-094-(5) re:a proposed AirTouch Tower in the vicinity
of Spring Canyon Rd. and Edison Rd. at the Gas Line easement north of Hwy 14. She will
report at the next meeting on her contact with regional planning and local home-owners.
