Minutes of Agua Dulce Town Council General Meeting 2-14-96

7:30 pm Meeting called to order by President Jim O'Keefe. All Town Council member were present except Julianne Feuerhelm.

Agenda:

1.Sheriff's Deputy Bill Phelton reports that there is an on-going drug problem in the Hacienda Vasquez Mobile Home Park that the Sheriff's Dept is working to resolve. Deputy Phelton said that there was to be an attempt by the owner to evict squatters in the park, but that has not happened yet.

There is no gang activity at this time in Agua Dulce, though a few of the students at the high school are wearing gang attire as fashion statements.

There may be a continuation of Mail-box vandalism, but these incident's are reported to the Postal Inspectors, and not necessarily the Sheriff's Department.

2. Cindy Zieglemeyer was appointed Chair of the Election Committee, and will report on Lianne Swanson's suggested by-law changes at the February 28 meeting.

3. Trails EIR. Ray Brown and Lillian Smith reported on the Acton Town Council meeting with the US Forest Service in attendance. The 3 and 1/2 mile trail in question has been a designated "abandoned" part of the Pacific Crest Trail for many years, and when brought back into service, will connect other parts of the trail system that is already approved for off-road vehicles near the Pacific Crest Trail system. However, Tom Haile says that Acton horse-people have been using this "abandoned" trail for many years. The public comment period is extended to March 1. Jim O'Keefe will follow up on this item with Tom Haile.

The Forest Service will conduct another hearing on the Trails EIR at the Acton Community Center on 2/27/96 at 7:30 pm.

4. Water Committee. Committee co-chair Lillian Smith reports that the committee has met every week for the last 3 weeks. The Town Council was presented with committee reports from 2/6/96 and 2/13/96 by committee secretary Tana Lampton.

Lillian reports that there is still no response from the State on the final report of the UC Riverside Study. She is still investigating the cost of putting sewers into Agua Dulce, the costs of some contingency work like new well-seals for older wells, and the cost of private well-testing for the area to counter the UC report.

Lillian reports that the old water committee checking account still exists with $31 available. There was some discussion about whether a Town Council member should be one of the signee's for the checking account. Consensus was that a Town Council member should be a signee on this account and member should be the treasurer, Geri Dee.

The Town Hall scheduled for 2/24/96 was postponed at the request of the water committee. The water committee first wants to send a mailer out to the community with information on the water situation, requests for donations and a survey to judge the community's opinion on the water and sewer issues. Lillian Smith asked if the Town Council would pay for this mailing. Consensus was that the Town Council would pay for the mailing but wanted to see the mailer before it went out to the community, and wanted a cost estimate on the mailing.

5. Transit Mixed Project. Jim O'Keefe reports that the EIR on this project is still a few months away from being available. Carolyn Casavan and Brian Mastin have requested working with a small group on mitigation issues.

6. Bee Canyon Project. Jim O'Keefe, reported that Transit Mixed is not in a position to provide funding to poll the community on the Bee Canyon project. As of last week, the Bee Canyon property owners had not refiled this project with Regional Planning.

7. There was a short discussion regarding the 4th of July, but this issue was tabled until Julianne Feuerhelm's Model Criteria committee can make its recommendations.

8. Art Brewer suggested that the Town Council write a letter to Supervisor Antonovich regarding the need for a replacement 4-wheel drive patrol vehicle for Fire Station # 81 (Agua Dulce). Jim O'Keefe will contact the station for more information.

Art Brewer also reiterated his request to have certain tapes from last year played before the new Town council, along with a 10-11-95 letter from the Town Council to the film industry.

CORRESPONDENCE:

Jim O'Keefe read and distributed the mail:

1. A note from Jo Anne Darcy with photos of the new Town Council.

2. A letter from Sherry Steele declining membership on the beautification committee.

3. A notice from Regional Planning regarding a public hearing on Conditional Use Permit # 95-148-(5) to establish a caretaker unit (mobile home) on property in the vicinity of Voss St and Hierba. This hearing is to be held on March 12, 1996.

4. A letter from Sherry Steele requesting that her name be taken off the Beautification Committee list.

APPROVAL OF MINUTES:

Jim O'Keefe motioned and Nolan Henderson seconded for approval of the 1-24-96 minutes. VOTE: 5 ayes, 0 nays, 1 abstain (L. Swanson). Copy of minutes distributed to media.
