7:41 pm Meeting called to order by President Jim O'Keefe. All Town Council members were present.
1. Tana Lampton introduced Howard Carlip of Agua Dulce, who has agreed to serve on the Water Committee, and Virginia Applen, a resident of Agua Dulce, who spread the concerns about Bee Canyon throughout the community and attended the hearing
1. Jim O'Keefe reported that the Bee Canyon Mobile Home Project has been taken off the Regional Planning Commission calendar because of application irregularities. Agua Dulce should be vigilant because this project could come back on the calendar in 30 - 60 days if the application is corrected.
Julianne Feuerhelm suggested that the Town Council request that the developer discuss the project with the Town Council.
Virginia Applen suggested that the Town Council form a committee to monitor the Bee Canyon project to provide an early warning to the community.
2. Water Committee - Lillian Smith reported that a regular meeting date is still not established. However, she said that if she was the only person with a conflict for the 3rd Monday meetings, Linda Kirk could run the meeting. They are still waiting to hear from the State Water Quality Control Board.
3. Transit Mixed Project - Jim O"Keefe read a letter from the Town Council to Regional Planning regarding the lack of notification from the County to the Agua Dulce Town Council as well as the major areas that need mitigation or attention.
1. Art Brewer discussed the following issues:
* Hacienda Vasquez Mobile Home Park: The problem of crime including drugs and prostitution still exists. He was concerned that the Town Council hasn't filed a formal complaint and the problems just are not being resolved.
* 4th of July Celebration: Agua Dulce is running out of time to get this project going for this year and he wants approval.
* Country Fair: He felt it is unfair that the 4th of July had to comply with regulations that the Country Fair didn't.
Concern was expressed about the lack of any financial statement on last year's 4th of July event as well as the number of people expected in attendance. It was suggested that if outside advertising was eliminated, the number of people attending be restricted, and visitors kept off the vegetation, an agreement could be reached. Doc asked what it would take to get the 4th of July event on the agenda. Julianne Feuerhelm volunteered to develop model criteria via a committee to give guidance for large community events that affect Agua Dulce.
2. Peg Spry stated that the Mojave alternative for the Pacific Pipeline is still a possibility and we need to keep on top of it.
3. Dick Tracy announced the Film Committee meeting on Monday, January 15 as well as all other Town Council committees.
4. Lillian Smith asked about the naming of several landmarks as geographical points of interest and does have information regarding the owners of those properties which she will give to Jim O'Keefe.
Open Forum Closed at 9:05 pm.
Julianne Feuerhelm will form a committee on Bee Canyon and will work on guidelines for large community events.
Jim O'Keefe will approach Transit Mixed and will speak to C. Casavan regarding the availability of funds to poll the community.
Julianne asked what the appropriate response should be to community members who feel there is no response from County agencies to their complaints. Considerable discussion followed and it was agreed that the Town Council can not get personally involved in each neighbor dispute but could forward citizens' letters to the appropriate county agencies asking that they respond to the complaint. This may encourage response.
Julianne again raised the issue of a recreation area for our children. Jim Duzick said
that the School District was not opposed and suggested that we form a committee to get a
proposal to the County for a Plan of Improvement in order to obtain funds. He will bring
something in writing.
