Minutes of Agua Dulce Town Council General Meeting 12-27-95

7:35 pm Meeting called to order by President Jim O'Keefe. All Town Council members were present except Julianne Feuerhelm and Lianne Swanson.

Old Business:

1. Water Committee. Tana Lampton distributed the Water Committee report of 12/18/95 (with attached Tom Soper letter of 12/4/95) to Town Council members, then read both the report and letter to the audience.

There was a general discussion of Soper's letter and its meaning. Consensus is that Mr Soper is telling the State that the UC Riverside report did not answer the State's allegations of septic system contamination of the water aquifer underlying Agua Dulce. The Town Council will need to see the final UC Riverside report that should be published at the end of January, 1996. In the meantime, there should be a letter from the Water Committee to the State summarizing prior letters and pointing out the many discrepancies in the UC Riverside report.

When the final UC Riverside report is published and the State makes its recommendations, then it was suggested that the Town Council poll the community for a plan of action.

New Business:

1. Election Code. Consensus was to refer Lianne Swanson's election code recommendations to the Election Committee for study and recommendation. An agenda item for any possible By-Law discussions can be held in the first meeting in February. 2. Bee Canyon Project. After much discussion on the issue, consensus is that a letter needs to be delivered tomorrow, 12/28/95, to LA County Regional Planning listing the Town Council's concerns that need to be addressed and/or mitigated.

Geri Dee motioned, with a second from Tana Lampton, that a timely Town Council letter be written to Regional Planning listing concerns that need mitigation on the Bee Canyon Project. VOTE: 5 ayes 0 nays President O'Keefe (with help from N. Henderson) will write and deliver this letter. Further, Jim O'Keefe will also write a letter asking for an extension to the EIR comment period based on the fact that the County did not make the EIR report available to interested community groups. EIR reports available in the community came from Transit Mixed.

Jim O'Keefe will also attend the Regional Planning Meeting regarding the Bee Canyon Project on January 10, 1996.

Open Forum:

1. Dennis Dee reported (based on a note from Tana Lampton) that a truck was seen this evening dumping trash and debris near Escondido Canyon Rd and Valley Sage Rd (vicinity 14 frwy). A description of the truck and its license number was given to the Sheriff's department. Tana Lampton will follow up with the Sheriff's department and report back on this item. 2. Bee Canyon was brought up again, but the issues raised were already covered above.

3. Transit Mixed Mining Project. Geri Dee stated that a Town Council letter needs to be sent to Regional Planning regarding concerns that need to be mitigated. This letter needs to be delivered prior to January 5, 1996. 4. Dennis Dee was asked to write a short letter to the community - for inclusion in the Country Journal - that outlines the Bee Canyon project and its impact on the community, and asks for comments from the community to be directed to the Town Council.

Treasurer's Report:

Geri Dee reported an ending balance of $2,693.70.

Correspondence:

Jim O'Keefe reported that there is no correspondence to distribute.

Jim O'Keefe motioned and Geri Dee seconded for approval of the 12/13/95 minutes. Vote 3 ayes 0 nays 1 abstain - Henderson.
