7:40 pm Meeting called to order by President Jim O'Keefe. All Town
Council members were present except Nolan Henderson.
Guest Speakers:
1. Sandra Rubin, along with Sandy Duncan and Robert Seal, of Los Angeles County Library Services opened a discussion of the need for a permanent Library in the area. Ms Rubin reported that there was an ongoing discussion with the School District to site the library at High Desert Jr./ Vasquez High School. The school's existing library would be expanded and augmented by County Library Services. During school time, the library would only be available to students , but would be open to adults after hours and on the weekends. Ms Rubin anticipates that this would begin in Fall, 1996. L A County Library Services is proposing to eliminate Bookmobile services in Agua Dulce at that time .
There was a general discussion involving the audience and members of the Town Council. Some of the issues brought forward was whether a free-standing library would be more appropriate, considering the crowding at the Jr. High library. Ms Rubin stated that start up costs would be very high in a stand-alone building. There appears to be $37,000 ($22/parcel - Community Service District) available each year to fund a library in the school district. There also was concern expressed that if the Bookmobile was eliminated, the children of Agua Dulce would be inconvenienced since it either 10 miles to High Desert Jr High or 13 miles to the Canyon Country Library.
More meetings are needed on this issue, especially with input from the community.
2. Brian Mastin of Transit Mixed Concrete, along with Carolyn Casavan and John Hecht of West Coast Environmental, gave a presentation on the Transit Mixed Mining Project. This presentation was given to acquaint the new members on the Town Council with the project and to bring everyone up to date on the project, especially as it concerns the adjacent Bee Canyon project. The 500 acre mining site is the hillside area north of Soledad Canyon Road, and between North End Trailer Park and just west of Agua Dulce Canyon Road. This area was leased by the US Federal Government - who owns the underlying mineral rights - to Transit Mixed for 20 years. A portion of the north border of this mining lease underlies the adjacent Bee Canyon project.
There was a general discussion involving members of the audience and the Town Council regarding dust control, blowing sand, zoning and the effects of a high density mobile home park on our school district.
LA County Regional Planning Commission will review the Bee Canyon Project on January 10, 1996. Julieanne Feuerhelm and Lillian Smith volunteered to produce a Community Alert via the Country Journal.
3. Jim Duzick reported that a Community Recreation Area can be designated on Agua Dulce School property ( Cal Ed Code #10901) if there is a provision for liability insurance to protect the School District.
Mr Duzick also reported that Tom Soper wrote a letter to the State regarding the Water Nitrate Study and that the Riverside Study report's conclusion was inconclusive.
Mr Duzick also reported that the State had rejected Rio Dulce's
application for a Water Permit for that project based on a lack of information and a
failure to respond in a timely manner to the State's concerns.
New Business:
Lion's Needy Family Fund. Jim O'Keefe stated that the Civic Association was having a meeting on December 21, 1995 to collect donations of food and toys for this activity.
Discussions on the Election Code were tabled.
Water Committee. Tana Lampton's draft letter was tabled because of Tom Soper's letter to the State. After passing out a copy of her water committee report to all Council members, Ms Lampton read the Town Council Water Committee report of 11/29/95. She advised us that the next Water Committee meeting would be 12/18/95.
Jim Duzick suggested that the community hire an "expert" of sufficient stature to represent Agua Dulce.
General consensus that the water issue should be an agenda item at the
next meeting, with an emphasis on a Plan of Action to deal with this issue and obtain
community feedback.
