Acton Town Council Minutes 2/3/97
Called to Order 7:34 p.m. by Vice President Kathy Howald. Ruthann Hileman, Chrys Hamper and Dick Morris absent. All other officers and members present.

Presentations
Larry Shaw of the Automobile Club speaking on behalf of the Antelope Valley Board of
Trade, reviewed plans for the proposed High Speed Ground Transportation (HSGT) System,
initially from Los Angeles to Bakersfield and subsequently from San Diego to Sacramento
and San Francisco Bay area at speeds of 180-300 mph. The High-Speed Rail Commission has
completed the initial studies and a High-Speed Rail Authority is now being formed (UP
-California High-Speed Rail Act) to direct the development and implementation process.
Financing may be accomplished from private and public (State, Federal, and Foreign Govt.)
sources. Plan to be submitted to voters at election of 1998 or 2000. Construction to be
completed by 2020. He will try to get copies of route map through Acton.
Mr. Shaw also discussed expansion of SR14 through addition of HOV lanes. Work is currently
progressing between San Fernando Rd. and Escondido Cyn. Rd. Plans are in the works for
Escondido Cyn. Rd. to Pearblossom Hwy.
Announcements / Correspondence
Secretary Kent Madsen announced receipt of a notification from the Agua Dulce Town
Council indicating a list of members and copies of their letterhead.
Kathy Howald indicated that as a result of the recent fatal accident on Escondido Cyn. Rd.
involving Lynne Watt, there has been a request from Supervisor Antonovichs office to
facilitate community meeting regarding prevention measures. Working to schedule meeting at
school or Community Center (possibility Feb. 25).
Committee Reports
Planning & Coordinating Chair Kathy Howald
C.U.P. 95-158(5) Big Dipper Water Delivery renewal - hearing continued to Feb. 26. Prop A
- Still working on easement acquisition, maintenance entities, and establishment of parks
committee.
Continuing to receive complaints from citizens regarding delays and costs involved in
development projects and permits due to Community Standards Ordinance. They are being
referred to appropriate county officials.
PM 24527 - 10.4ac. NW of Heffner rd (N½ W½ SW¼ NE¼ Sec.15 T5N R13W). Proposal to
divide into 2 5±ac parcels. Regional Planning Commission hearing scheduled for Feb. 18 .
Will meet with owners on site this weekend.
Finance, Ways and Means Chair Ruthann Hileman - No Report
Bylaws Chair Bill Daniels - Considering residency requirement.
Trails, Open Space & Recreation Co-Chairs Kent Madsen, Paul Weatherman
Paul Weatherman indicated that L.A. County is divesting itself of several existing parks.
Kathy Howald reiterated the problem of finding entities capable of, and willing to take on
the management and maintenance of such facilities. Possibilities in our area are Lions,
E.T.I., and School Dist.

The Chair requested a notice be posted concerning PM 24527 to be considered at the Feb. 17 regular meeting.

Beautification Co-Chairs Chrys Hamper, John Spence - Nothing to Report.
Drainage and Roads Chair Paul Weatherman - Nothing to Report.
Santa Clara River Steering Committee Co-Chairs Kathy Howald, George Miller George Miller will attend meeting Feb. 27.

Old Business
Paul Weatherman inquired as to progress on cleanup of recycling bins on Smith av. The Chair indicated still trying to get info to contact property owner. From the Gallery, Lillian Smith inquired regarding progress on flood control. The Chair indicated that County mapping currently on hold pending renewed community interest.
