Acton Town Council Minutes 1/20/97

Called to Order 7:38 P.M. by Vice President Kathy Howald Dick Morris, Kent Madsen, Paul Weatherman and Bill Daniels absent. All other officers and members present.

Minutes of January 6, 1996 meeting approved as published.

Treasurer Ruthann Hileman Reported a balance of $ 900.53

Announcements / Correspondence
Kathy Howald indicated she had received several varied responses to a letter by Carole Francis published in the Country Journal concerning hazards involved with the mix of ORV and equestrian traffic on local roads and trails.
Ms. Howald suggested the Secretary draft an information article for publication.
Received agenda for next meeting of Assn. of Rural Town Councils, scheduled for Jan. 23.

Committee Reports

Planning & Coordinating Chair Kathy Howald
Passed around a preliminary draft of the proposed county policy on communications antennas.
C.U.P. 95-158(5) Big Dipper Water Company (Dept. of Regional Planning hearing scheduled for Jan 29), Application to continue operation for additional 20 years, and modify conditions to: (1) Increase number of trucks from 6 to ten. (2) Increase number of trips per month from 3120 to 5200, and (3) Allow homeowners to utilize their own trucks. George Miller reviewed statistical data relating to present and future water needs of community, to indicate apparent lack of justification for increases in delivery capacity. Kathy Howald expressed concerns about water being removed from watershed area, retail sales operation inconsistent with current zoning, and possibility of future sale of Company outside of community. Chrys Hamper moved to recommend no modification of current conditions, and limit renewal (review) period to 5 years. - Motion Carried (Unanimous)
Met with School Supt. Joseph Crawford to discuss establishment of a community-wide parks committee. Target date for first meetings will be in April. Will meet with Dave Vannatta Jan.23 regarding Prop A trails.

Bylaws Chair Bill Daniels - No Report

Trails, Open Space & Recreation Co-Chairs Kent Madsen, Paul Weatherman - No Report

Publicity Co-Chairs Paul Weatherman, Kent Madsen, George Miller George Miller reported that notices had been posted in display boxes. Mr. Miller suggested that something should be added to the boxes in order to attract more attention. He and Edie Jeske will work on this.

Utilities Paul Weatherman - No Report

Community Standards Co-Chairs Kent Madsen, George Miller - Nothing to Report.

Beautification Co-Chairs Chrys Hamper, John Spence
Waiting for final draft of notification letter from Kent Madsen (ref. Jan 6 gen. mtg.) to be sent to property owners.
Indicated unsatisfactory conditions at site of former Crown Valley Mkt. Some opposing viewpoints were expressed from the gallery.
Kathy Howald indicated that Leos may help with clean-ups with permission of subject property owners.
Aliso Cyn. / Y-8 dump site has been re-activated. Unidentified persons have removed signs and barriers .
Graffiti on Sierra Hwy. has been cleaned up.

Drainage and Roads Chair Paul Weatherman - No Report

Rural Town Council Co-Chairs Dick Morris, Chrys Hamper Chrys Hamper will attend meeting on Jan. 23.

Santa Clara River Steering Committee Co-Chairs George Miller, Kathy Howald Will contact committee for information on status.

Old Business

The Chair indicated a desire to reactivate the liaison to the Agua Dulce Town Council . From the Gallery Agua Dulce Town Council member Art Brewer concurred, and indicated that their meetings are held on the 2nd and 4th Wednesdays of each month at the Agua Dulce Women’s Club (7:30 p.m.).

The Chair announced the next regular meeting to be held Feb. 3, 1997. 7:30 p.m. Acton Community Center.
