Called to order 7:35 P.M. by President Dick Morris John Spence & Gerry Williams Absent, All other officers and members present or accounted for. Minutes of October 21, 1996 meeting approved as published.
Treasurer Ruthann Hileman reported all bills current, and a balance of $940.53.

Letter was sent to Acton Community Club expressing appreciation for waiving rental fees.
The Chair indicated an item on L.A.County Board of Supervisors agenda for Nov. 5 addressing illegal dumping.
Kathy Howald announced receipt of LA County library letter outlining effects of Prop. 218.
Ruthann Hileman read a response from Caltrans to her Oct. 21 letter Re. lack of pedestrian/equestrian crossing & parking of vehicles beneath overpass at Crown Valley Rd. / SR14. Has been referred to Irena Kieniewicz (Dept. of Public Works). Presentations

TM 52003- Sierra Hwy. /Ave V. Hearing scheduled for Nov. 5. Letter of no opposition has been sent.
C.U.P. 96-078 - Hearing scheduled for Nov. 5. Received copy of Dept. of Regional Planning staff analysis and recommendations indicating compliance with Community Standards Ordinance. Letter of no opposition has been sent.
Incomplete subdivision involving 3536 Sierra Hwy. and unfinished building adjacent west - Regional Planning Commission advises unable to extend performance period after Dec. 95 expiration.
Continuing dialogue with LA County concerning fence at 33325 Wisconsin, and Stallion Meadow condo conversion.
Will monitor negotiations involving property owners and govt. agencies concerning difficulties with CFD 90-1

Need to re-examine position on Prop A purchase of S.E.A land at next planning meeting.
Received request from community member for clarification of regulations regarding OHV operations, specifically on private property. Will research. Edie Jeske will get info from Acton Chamber of Commerce office.
An Antelope Valley organization called Aerospace Office Inc. is apparently working to promote the Hi-speed Train and growth in general. Trying to arrange for speaker to come to council meeting.
New fire code ordinance before L.A.County Board of Supervisors does not apply to Acton area.

Ruthann Hileman spoke with Irena Kieniewicz [Dept. of Public Works ] she will investigate situation at Crown Valley Rd. / SR-14 and is working on vehicle parking on Crown Valley Rd. At underpass. Chrys Hamper suggested contact
Frank Azoriti [Dept. of Public Works-Palmdale] for maintenance schedule information. Community Standards Chairman Kathy Howald § Received from Lee Stark a draft copy of Community Standards District-Summary of Provisions. Distributed copies to council for review.
Beautification Co-Chair Chrys Hamper § More graffiti on Escondido Cyn. Rd. Sheriffs Dept. thinks perpetrators are local. § Trying to get cleanup estimate to property owners regarding Aliso Cyn. Rd./ Ave Y-8 dump site. They have no apparent interest in helping to rectify the situation. Will keep trying. § Talked to county botanist Re. wildflower planting .Seed is $60/lb. Need to survey community .

Santa Clara River Steering Committee Chairman Kathy Howald - Nothing to Report.
Election Committee - Chairman Kathy Howald Election will be held tomorrow, Nov. 5 . thanks to all who have helped with preparations.
Old Business
Kathy Howald announced that the Council records are ready to be moved to the new location but a truck will be needed. Kent Madsen volunteered.
From the Gallery, Paul Weatherman inquired as to the status of road work on Soledad Cyn. Rd. Chrys Hamper indicated that after slurry has been done, will need paint and cleanup.
New Business
Chrys Hamper announced that she was the recipient by way of sealed-bid auction, of a luncheon with Michael Antonovich . She would like to arrange to have the council join them. Will pursue and advise.

Kathy Howald indicated desire to reschedule Nov. 12 planning meeting. Following discussion, meeting scheduled for Monday Nov. 11.
