October 21, 1996 Regular Meeting Acton Community Center

Called to Order 7:38 P.M. by President Dick Morris Bill Daniels Absent, All other officers and members present or accounted for.

Gerry Williams moved to accept the October 7, 1996 minutes with correction.

Motion withdrawn following discussion.

Minutes of October 7, 1996 meeting read and approved with corrections.

Treasurer Ruthann Hileman reported all bills current, and a balance of $950.53.

Announcements / Correspondence

The Chair announced that the Quartz Hill town council will be holding a meeting concerning prop A on Oct. 23, at the Grange Hall.

Committee Reports

Planning & Coordinating Chairman Kathy Howald :
Incomplete subdivision involving 3536 Sierra Hwy. and unfinished building adjacent west expired Dec. 95 . Jesse Enriquez asked that the Council support his request for renewal of extension. Kathy Howald moved to draft letter of support for extension of performance period on tract map with stipulation that project must conform to Community Standards Ordinance .- Motion Carried unanimous.
TM 52003-at Sierra Hwy. /Ave V proposing 4 lots on 30 acres. Hearing scheduled for Nov. 5. Kathy Howald moved to draft letter of no opposition. - Motion Carried - unanimous.

C.U.P. 96-078 - Senior citizen residence at 32850 Crown Valley Rd. Primary concern is setback requirements of Community Standards Ordinance . Hearing scheduled for Nov. 5. Gerry Williams moved that compliance with Community Standards Ordinance be made a condition of C.U.P. .Motion Carried unanimous.
Received letter denying request for list of 28 names on petition concerning fence construction at 33325 Wisconsin St. Petition information is confidential.

George Miller presented information regarding Prop A. This bill will purportedly result in a tax increase for parcels 2.5 ac or less, and decrease for those more than 2.5 ac. Funds allocations possibly affecting Acton would include: $3.7 million for parks/recreation to be shared with Altadena , Littlerock & Pearblossom. $150,000 for trails in North County. $14 million in competitive grants .

Publicity Chairman Gerry Williams - reported that all materials received had been posted in the display boxes.

Utilities Chairman Chrys Hamper - Nothing to Report.

Community Standards Chairman Kathy Howald - Nothing to Report.

Beautification Co-Chair Chrys Hamper / John Spence
Contacted property owners regarding Aliso Cyn. Rd./ Ave Y-8 dump site. They have no apparent interest in helping to rectify the situation.

John Spence and George Miller working to contact apparently abandoned camper at east end of Valley Sage rd.

Drainage and Roads Chairman Chrys Hamper
Committee meeting to be held Wed Oct. 23, 1:30 p.m. FEMA representative to attend. Will Discuss scheduling /handling of public meetings on flood plain management.

Rural Town Council Chairman Dick Morris Member of Littlerock Town Council is trying to reestablish ARTC.

Santa Clara River Steering Committee Chairman Kathy Howald - Nothing to Report.

Election Committee - Chairman Kathy Howald
The Candidates’ Forum will be held Oct. 22, 7:30 p.m. at the Acton Community Center .
Still need more motorhomes for polling places.

The Chair announced receipt of a verbal resignation from Tom Haile on October 1.
Kathy Howald indicated an apparent problem due to the fact that the L.A.County Board of Supervisors agendas are only received 1-2 days prior to the meetings, and current Council practices in handling of mail, results in agendas not being reviewed until after the fact. In one such occurrence a new fire sprinkler ordinance has apparently been considered by the Supervisors without the Council being aware or having an opportunity to review and respond.
Acton will be taken to prevent future occurrences. Dave Vannatta will be contacted with respect to the status of the ordinance in question.
