October 7, 1996 Regular Meeting Acton Community Center
Called to Order 7:32 P.M. by President Dick Morris All officers and members present or accounted for.
The Chair introduced Dave Spann, President of the Acton Chamber of Commerce. Mr. Spann presented an award to the Council in recognition of the realization of the Community Standards Ordinance.
Minutes of September 16, 1996 meeting read and approved with correction.
Minutes of August 5, 1996 meeting approved as published.
Treasurer Ruthann Hileman reported all bills current, and a balance of $984.53.
Announcements / Correspondence
Gerry Williams indicated no items of concern on the L.A.County Board of Supervisors agendas for Sept. 10 or 17.
Secretary Bill Daniels reviewed the following correspondence:
Newsletter from Quartz Hill.
Notice from the coalition against the oil pipeline.
Notice of "Livable Santa Clarita" seminar.
Periodical from L.A. County Community Development Commission.
Letter to Dick Morris from Los Angeles County Sheriffs Dept. Inviting participation in October as "Crime Prevention Month".
Notice from Dept. of Public Works announcing a FEMA Flood Insurance Standards Rating of Class 8 for L.A. County effective October 1, 1996, to result in reduced insurance premiums.

Committee Reports
Planning & Coordinating Chairman Kathy Howald :
Questioned subdivision on Emad St. south of Bandell. Was approved as part of Crown Valley
Homes tract, but not yet built.
Received anonymous site plan indicating a Commercial/Industrial development at the
northeast corner of Sierra Hwy. / McEnnery Cyn Rd. From the Gallery, Larry Smith indicated
he had sent the plan as a practical joke, and no such project is proposed.
Prop A - Working to get someone to come to Oct. 21 meeting to present particulars and
answer questions. Still working on easements for Prop A trails between National Forest and
Rehab.
Dave Vannatta indicated that Shell Oil may be willing to incorporate design changes. Will follow up.
Dept. of Public Works still waiting on one easement. To begin paving of Carson Mesa.
Kathy Howald Moved to send letter of no opposition to Regional Planning Commission
regarding C.U.P.s 96-135 and 96-136 . Hearing to be held Oct. 8. - Motion Carried

Met John Schwartze & Dave Vannatta . Stallion Meadow condo park, - they indicated that
park must comply with density requirements of Community Standards District
Scenic hwy. designation - County has no staff money available but will support otherwise.
Additional Gas Station at Crown Valley Rd. / Sierra Hwy. - They will check status of
northeast corner.
Ruthann Hileman talked to Wendy Philips (Regional Water Quality Control Board) Working on
setting up meeting possibly late October or early November.

Trails, Open Space & Recreation Chairman Tom Haile - No Report
Publicity Chairman Gerry Williams - reported that all materials received had been posted in the display boxes.
Utilities Chairman Chrys Hamper - Nothing to Report.
Community Standards Chairman Kathy Howald Read letter to Calas (Dept. of Regional Planning ) concerning zoning and standards violations at 33365 Wisconsin.
From the Gallery, Patty Williams expressed neighborhood concerns regarding a large steel building that has recently been erected on Rolandee. Kathy Howald suggested she get names of persons involved for follow-up.
Beautification Co-Chair Chrys Hamper / John Spence
Some new Graffiti on Escondido Cyn Rd, and on Valley Sage.
Letter to go out to property owners re Aliso Cyn. Rd./ Ave Y-8 dump site.
Menasian having some success getting signs removed, but says to be patient
Kathy Howald indicated that the Leos would like to do cleanup on road section. Chrys suggested Soledad Cyn Rd. From Smith to Ohio. Chrys Hamper moved That comittee initiate feasibility study for planting of wildflowers along selected roads. Motion Carried - unanimous
Drainage and Roads Chairman Chrys Hamper Committee meeting tentatively scheduled
for Oct. 23 . FEMA representative to attend.
Related gravel problems associated with work being done on Soledad Cyn Rd. Anyone wishing
to file damage rclaims should contact Paul Funk (Dept. of Public Works) at 252-2700.
Regarding freeway underpasses, Kathy Howald suggested letter go to L.A. County / Caltrans
officials now, due to some work already commencing in those areas.

The Candidates Forum will be held Oct.22, 7:30 p.m. at the Acton Community Center

Working on publicity
Introduced the candidates: Dick Morris, George Miller, Kent Madsen, Francis Newcomb, and
Paul Weatherman.
Indicated a need for volunteers for election day. Chrys Hamper and Ruthann Hileman
volunteered. rRuthann also volunteered her motorhome.

The Chair read a proclamation designating October 1996 as Crime Prevention Month in Acton
Chrys Hamper reminded that "Buck" Mc Keon, Pete Knight, and George Runner will be at the Acton Community Center on Friday October 25, 5:30 p.m.
