July 1, 1996 Regular Meeting Acton Community Center

Called to Order 7:35 P.M. by President Dick Morris Ruthann Hileman and Gerry Williams absent, all other officers and members present.

The Chair temporarily suspended the order of business to facilitate the following presentation:

Presentations

Tujunga District Ranger Clara Johnson took the floor to explain and discuss particulars of her recent decision notice on the Arrastre Moody Project. The decision on implementation of the proposed- motorized/non motorized multiple use trail has been deferred in view of the requirements for a forest plan amendment and further study and public scooping. She indicated that the earliest this proposal could be reconsidered would be 1998. And then subject to budgetary constraints. In the interim, this trail will be closed to any use, maintenance, or development.

A copy of Arrastre Moody Decision Notice from Clara Johnson (U.S.F.S.).

Notice regarding County Library Facilities District-pending litigation has been settled in favor of the District. A public hearing is scheduled for July 11 by L.A.County Board of Supervisors. Proposed assessment for FY96/97 is $22 per Single Family Residence.

A general letter from Michael Antonovich urging a safe and sane 4th of July Celebration.

A copy of the report on communications facilities from Dept. of Regional Planning to L.A.County Board of Supervisors

Committee Reports

Planning & Coordinating Chairman Kathy Howald
Indicated that Michael Antonovich has proposed $500,000 to $750,000 for a park for Acton as part of "Baby A" She will try to get more information on this as well as Library Facilities District
Water committee meeting scheduled with District 37 officials for July 18, 1:30 p.m. will be held at the home of Chrys Hamper.
Received call from Lee Stark (Dept. of Regional Planning). He would like to have a meeting with Council representatives and Mike Gatto (Acton Land and Development Co.) In view of apparent inaction following May 25 deadline for Wisconsin Av. fence She will send fax to Michael Antonovich.
Met with Clara Johnson regarding Prop A Trail. Ms. Johnson indicated she will give letter of support and will work with community as much as feasible. Kathy Howald moved that the Acton Town Council pursue not only PropA Trails application but National Trails Act funding as well. - Motion Carried unanimous.

Finance, Ways and Means Chairman Ruthann Hileman - No Report

Bylaws Chairman Bill Daniels - Nothing to Report.

Trails, Open Space & Recreation Chairman Tom Haile
Expressed appreciation to all those who helped in the efforts to fight the combined use trail provisions of the Arrastre Moody EAR. Kathy Howald will draft letter of appreciation to Clara Johnson for his signature. Has met with forest officials and Native American representatives regarding archaeological sites involved. Documentation will require significant study and it is unlikely motorized vehicles will ever have access. Noted apparent ambiguity in Arrastre Moody Decision Notice (page 2 - par 4 - ln 3) .Ms. Johnson in her presentation indicated the intent was that any mixing of motorized and non-motorized uses would require a Forest Plan Amendment. Some felt the wording in the decision document was misleading.

Beautification Co-Chair Chrys Hamper / John Spence
Soledad Dumping Site - too much trash for youth groups. Amount is increasing. Chrys Hamper observed a dumper and gave license number to Sheriff, who indicated nothing could be done without specific information on items dumped.
Fire Dept. will check for hazardous materials at Fitzgerald home site.
New graffiti on concrete culvert near Soledad Cyn Rd freeway access.

Drainage and Roads Chairman Chrys Hamper - Nothing to Report.

Rural Town Council Chairman Dick Morris Nothing to Report.

Santa Clara River Steering Committee Chairman Kathy Howald Draft reports continuing to arrive. Gerry Williams has finished review of biology report. George Miller will review report on Aggregate.

Election Committee - Chairman Kathy Howald Announced receipt of three applications for Council vacancy. George Miller, Lois Yates, and Kent Madsen.

Old Business

Representatives from Crown Homes presented photos for clarification on sign changes and indicated a willingness to comply with Community Standards District.

New Business

None

The Chair announced the next regular meeting to be held July 15, 1996. 7:30 p.m. Acton Community Center.

Next Planning Meeting will be July 9, 1996, 7:30p.m. Acton Community Center.
