May 6, 1996 Regular Meeting Acton Community Center
Called to Order 7:35 P.M. by President Dick Morris Bill Daniels and Ruthann Hileman absent, all other officers and members present.
Minutes of April 15, 1996 meeting distributed, read and approved.
Treasurers report -No Report.
Announcements / Correspondence
Gerry Williams announced action taken by L.A.County Board of Supervisors at the meeting of April 23, as governing body of L.A. County Waterworks Districts 37 and 40 to implement improvements (retrofit) to reservoirs in Lancaster, Palmdale, Acton, and Lake Los Angeles.

Committee Reports
Planning & Coordinating Chairman Kathy Howald reported : Work is being done on a planning procedures manual.
Pastor Wayne Wilson of the Acton Faith Bible Church will attend the Planning meeting of April 14 to announce tentative plans for a private school (7th and 8th grades ), to utilize facilities at the Acton Foursquare Church.
An invitation will be sent to officials concerned with Water Quality for District 37 to update the Council on any new information.
No new progress on Prop A. Submissions are due in June.
Meeting today with Chas. Hulsey, consultant for Pacific Bell, concerning communications sites. ( Ref. Jan. 15, 1996 regular meeting ) Draft of proposed L.A. County guidelines is not yet completed. They have acquired 3 sites along SR14 in Acton. Maps were displayed showing all sites along SR14 as well as those three in Acton. Regional Planning Commission hearings will be held on the three sites. Poles will permit 2 users. Communication from Leonard Enlanger of Regional Planning Dept. requesting council input to aid in preparation of the aforementioned L.A. County guidelines. Primary concerns noted were :
1. Proliferation
2. Aesthetics
3. Site utilization (multi-user agreements).

Trails, Open Space & Recreation Chairman Tom Haile reported: Plans for a trail ride to lightning point on Memorial Day weekend . Interested persons should contact Reid Loken (Acton Veterinary Clinic). The existence of trails in the area of Bootlegger Cyn. posted ORV, which are apparently utilized primarily by motorcyclists. He has had several discussions with Mike McIntyre Angeles forest archaeologist and indicated that they are planning a re-look at the archaeology considerations of the Arrastre / Moody project.
Publicity Chairman Gerry Williams reported that all materials received had been posted in the display boxes
Utilities Nothing to Report.
Community Standards Chairman Kathy Howald reported : Progress continuing on Wisconsin St. fence. Investigation on the applicability of Community Standards Ordinance to reported increase in size of the large sign at Crown Homes.
From the gallery, Patty Williams filed a complaint regarding the monument sign at 32953 Crown Valley Rd.
Beautification Nothing to report. Kathy Howald inquired as to dumping adjacent to Soledad Cyn. Rd. opposite Arrastre Cyn. Chairman Chrys Hamper will investigate.
Drainage and Roads Chairman Chrys Hamper Waiting for list of property owners in FEMA re-map area to arrive from L.A. County .
Rural Town Council Nothing to Report.
Santa Clara River Steering Committee Chairman Kathy Howald reported :
Receipt of biology report. She will peruse and advise.
Old Business
Kathy Howald reported a tentative agreement with Acton Chamber of Commerce whereby the Council Files and Records could be maintained at the Chamber offices in exchange for the Council implementing a concrete slab for erection of a storage shed.
Gerry Williams moved that the cost of the slab, not to exceed $100.00, be divided evenly among members. Motion Carried- unanimous
New Business
Kathy Howald suggested that a system be initiated to recycle the tape cassettes of council meetings. Patty Williams offered to review old tapes for those to preserve. Action postponed until after records have been moved to new location.
The Chair announced the next regular meeting to be held May 20, 1996. 7:30 p.m. Acton Community Center.
