Acton Town Council Minutes for April 15, 1996


Called to Order 7:39 P.M. at the Acton Community Center by President Dick Morris Kathy Howald and John Spence absent, all other officers and members present.

Minutes of April 1, 1996 meeting distributed, read and approved.

Treasurers report Ruthann Hileman reported all bills current, $10.00 revenue realized from sale of Community Standards District copies, leaving a balance of $ 737.44.

Announcements / Correspondence

orresponding Secretary Bill Daniels reviewed the following correspondence:

Incoming

A briefing letter from the USFS Tujunga District concerning the Arrastre/Moody Project. Decision notice to be published in LA Times. A letter from USFS requesting input on proposed re-issuance of use permits for Fire Camps 9 and 16 . Letters acknowledging the Council letter of Jan. 18, 1996 concerning the U.S.F.S. Arrastre/Moody Project from U.S.F.S. Washington D.C., and Angeles National Forest.

A bulletin from LA County Regional Parks and Open Space District indicating availability of applications for competitive grants.

A notice from Regional Planning Commission concerning a proposed CUP for an unmanned communications facility apparently to be located at the Tenhi site.

An invitation from the LA Co. Sheriffs Posse for a trail ride to be held May 3-5 in the Castaic area. A copy of the Quartz Hill newsletter.

A bulletin from Sheriff Sherman Block regarding community oriented policing.

After a poll of council members and citizens present, the Chair instructed Mr. Daniels to draft a letter indicating no objection to the re-issuance of permits for fire camps 9 and 16.

Presentations

Mike Gatto introduced a tract map proposal involving 60 homes on 60 acres in Acton Cyn . Project would involve paving a portion of Acton Cyn Rd, and utilization of individual sewage treatment plants. Mr. Gatto indicated a desire to cluster the lots to result in net acreage less than that provided for in the Community Standards Ordinance. Mr. Gatto was advised to obtain a copy of the Community Standards Ordinance prior to continuing his planning process.

Committee Reports

Planning & Coordinating No Report. Tom Haile requested information concerning action taken by L.A.County Board of Supervisors on the DELTA Gas franchise involving McEnnery Cyn. The Chair explained that the only question was the granting of franchise license only and no specific plans had as yet been submitted.

Finance, Ways and Means Nothing to report

Bylaws Nothing to Report.

Trails, Open Space & Recreation Chairman Tom Haile has been contacted by Mike McIntyre Angeles National Forest Archaeologist, and expressed concern regarding statements apparently made by Kathy Howald concerning the Arrastre/Moody Project.

Publicity Chairman Gerry Williams reported that all materials received had been posted in the display boxes.

Utilities Nothing to Report.

Community Standards Nothing to Report. From the gallery, concerns were expressed regarding an apparent increase in the size of the Crown Homes sign at 3963 Sierra Hwy., and the developer sign on the south side of Sierra Hwy. at Desert Dr.

Beautification Chairman Chrys Hamper reported no new graffiti for 8 weeks. She is continuing efforts to remove graffiti on the buildings at 3943 Sierra Hwy. and the Mountain Springs Rd freeway overpass.

Flood and Roads Chairman Chrys Hamper reported on a meeting with county officials and Dept. of Public Works regarding new flood plain mapping requirements by FEMA , particularly affecting the downtown area. The Chair indicated that public meetings will be planned on this subject.

Rural Town Council Nothing to Report.

Santa Clara River Steering Committee Nothing to Report.

Old Business

Jeff Wadsworth raised the question of the appearance of the property at 32032 Crown Valley Rd, and possible zoning violations. Recording Secretary Bill Daniels will draft a letter to the property owner advising of the problem.

Ruthann Hileman inquired as to progress on the un-permitted fence on Wisconsin St. Residents George and Pauline Miller reported that documentation will prove the fence was erected after the effective date of the Community Standards

Ordinance. Kathy Howald is working with Dave Vannatta and enforcement action is expected.
