Mr. Calas
I would like to call your attention to the plethora of illegal signs in Acton and Agua Dulce. I have also included several other trash related complaints.
As you know illegal signs lower property values. Nothing makes a community look worse than this commercial graffiti. The County's refusal to do any pro-active enforcement or community self help as LA City now allows, requires us to deal with them on a complaint basis. If a property owner will give the necessary permission, including LA County and Southern California Edision for signs in road right of ways or on power poles, I will have the sign removed and recycled,
You have my full permission to tell anyone whose sign I have reported that I am the source of the complaint. Some of the complaints have been given to me by others who wish to be protected from threatened reappraisals by the owners and other pro urban groups. I do not believe in anonymous complaining and I have personally verified that the signs do exist. I would like to see specifically the steps you have taken to eliminate these illegal signs. This letter and the results of L A County actions will be posted on the Vanguard's Internet site.

December 11, 1996 Re: Transit Mix EIR
Dear Mr. Hartel,
There will be a considerable community interest in the EIR for Transit Mix when it becomes public.
May I suggest that you provide us with a copy of the EIR in electronic form and we will post it on our Internet site. http://www.Vanguardnews.com This will reduce the number of copies that need to be distributed throughout the community. It will eliminate problems with people claiming they do not have access to it since many people in the community have Internet access.
The Vanguard is doing the same thing now, interestingly enough, for homeowner's associations in the San Fernando Valley by placing the EIR for the Van Nuys Airport expansion on the Internet for them.
This will provide an excellent method to supplement your already good start at your Internet page. Let me know an approximate time the EIR will be available, and please add my name to the notice list, because I have been asked to respond to this issue by members of the community.
The standard procedure of one copy in a library twenty miles away isn't going to cut it anymore and I believe the Internet is a mechanism to save you cost and provide convenience to the community.
If I can be of any other service to you, please call.
